second attempt at a background for the web pages

As the first background used too small a font for some displays
I made a 2nd attempt at a background for the web page. You
can test it at
    http://cgi.debian.org/www-master/debian.org/index_test.html
It is readable on an 8bpp display (it would be nice if you could
switch on the fly). Since the font is more than 2x the size, the
image is now 4618 bytes.

I now know what Bruce goes through. Getting a feel for what the majority
likes is difficult. So far that votes are mostly 'better than white'
with 2nd place going to 'I prefer the default background'.
There were a few 'I prefer white'.

Here's the bottom line:
If this image is approved, the bgcolor will not be set (so those
who don't load images get the default).  If this image doesn't work,
we are sticking with a white background. It's the best compromise.
